Disable cancellations and rescheduling within 24 hours

It would be helpful to allow patients to cancel or reschedule up until a specific amount of time, and then have the cancel/reschedule options blocked for the last 24 hours (or set time limit) so they don’t cancel at the last minute leaving gaps in the schedule.
